In the United States, state lotteries are common and are often promoted as a painless way to raise revenue for public services. The practice has a long history, dating back to ancient times. The casting of lots to decide fates and distribute property is documented in the Bible, and Roman emperors used lotteries to give away slaves and land. In the early American colonies, lotteries were used to fund roads, canals, colleges, and churches. Benjamin Franklin even sponsored a lottery to raise funds for cannons to defend Philadelphia against the British during the American Revolution.
